Encrypted messaging app Telegram Pavel Durov (Age 39) arrested in France had been released on €5.5 million bail & banned from leaving France, after being charged for failing to restrict illegal content & enabling illicit transactions on Telegram.  Pavel Durov was arrested on 24th August 2024 at the Le Bourget airport in Paris (France).  Pavel Durov holds Russia, France & UAE citizenships.  Telegram was founded by brothers Nikolai Durov & Pavel Durov in 2013.  In 2024 March, Encrypted messaging app Telegram was exploring a future IPO after crossing 900 million users, and had received offers to buy Telegram at above $30 billion.  In the last few years, Telegram had issued $2 billion convertible bonds with 10% to 20% discount of IPO price (Convertible deadline on 31st March 2026).
