United States celebration retail & wholesale company Party City has filed for a second Chapter 11 Bankruptcy in wind-down operations and to close all 700 stores, with the previous Chapter 11 Bankruptcy filing in 2023 with $1 billion debt.  Party City was founded in 1986 by Steve Mandell.  Party City IPO on New York Stock Exchange (NYSE) in 2015 at $1.9 billion valuation.
